About This Role

Our client, a leading FPSO operator with an established production fleet across Asia-Pacific, is seeking a senior HSE Manager to lead health, safety, and environmental management for their offshore operations. Based in Singapore with regular offshore site visits, this is a senior leadership role reporting to the VP Operations and is responsible for building a world-class safety culture across multiple floater assets.

Key Responsibilities

  • Develop, implement, and continuously improve the offshore HSE management system in compliance with ISO 45001, ISO 14001, and OHSAS/OSHA standards
  • Lead incident investigation, root cause analysis, and corrective action tracking for all HSE-related incidents
  • Oversee permit-to-work systems (hot work, cold work, confined space, lifting operations) across FPSO assets
  • Manage offshore HSE teams including HSE Advisors, Environmental Officers, and Emergency Response Coordinators
  • Conduct regular offshore audits and inspections; prepare HSE performance reports for executive management
  • Champion HSE campaigns, behavioral safety programs, and near-miss reporting cultures
  • Coordinate emergency response planning including oil spill response, fire response, and evacuation procedures
  • Engage with regulatory bodies (MOM Singapore, WSH guidelines) and class societies for compliance reporting
  • Develop and deliver HSE training programs including induction, toolbox talks, and competency assessments

Core Requirements

  • Minimum 10 years of HSE experience in offshore oil & gas, with at least 5 years in a senior management or lead HSE role
  • NEBOSH Diploma or Advanced Certificate in Occupational Health and Safety required
  • Lead Auditor certification (ISO 45001, ISO 14001) preferred
  • In-depth knowledge of OSHA, Singapore WSH Act, and international HSE management frameworks
  • Proven experience managing HSE on FPSO, offshore platform, or drilling operations
  • Strong leadership and stakeholder management skills with ability to influence at all levels
  • Experience with incident command systems and emergency response protocols
  • Excellent analytical, report writing, and presentation skills

Preferred Qualifications

  • IOSH Managing Safely or NEBOSH Certificate as additional qualification
  • Experience with major hazard facility (MHF) safety case requirements
  • Background in process safety management (PSM) and HAZID/HAZOP facilitation
  • Experience in integrating HSE management systems across multiple assets
  • Familiarity with energy transition HSE considerations (hydrogen, carbon capture)
