Position Overview
The Procurement Manager (Offshore) leads the procurement function for major offshore EPCI and subsea projects, managing the end-to-end sourcing, bidding, negotiation, and contract award process for equipment, materials, and subcontracted services. This role is critical for project cost control, schedule adherence, and supply chain risk management in a highly specialized and globalized market.
Key Responsibilities
- Develop and implement project procurement strategies aligned with project execution plans and commercial objectives
- Manage the procurement cycle from requisition through PO placement, including RFQ preparation, bid evaluation, and negotiation
- Lead commercial negotiations with suppliers and subcontractors for high-value offshore equipment and services
- Establish and manage approved vendor lists (AVL), pre-qualification processes, and supplier performance evaluation systems
- Coordinate procurement activities with engineering, construction, and project controls teams to ensure timely material availability
- Manage procurement budgets and report cost status, commitments, and forecasts to project management
- Develop procurement plans, bid tab evaluations, and recommendation reports for management approval
- Ensure procurement compliance with project specifications, applicable standards, and company governance frameworks
- Manage strategic sourcing initiatives, long-lead item procurement, and vendor expediting programs
- Oversee procurement team staffing, workload allocation, and professional development
Qualifications
Required
- Education: Bachelor's degree in Engineering, Business, Supply Chain Management, or related field; CIPS or equivalent certification preferred
- Certifications: CIPS Level 5+ preferred; PMP or equivalent project management certification advantageous
- Experience: Minimum 10 years in procurement for offshore oil & gas or subsea projects; experience with EPCI contract procurement
- Technical Skills: Strategic sourcing; contract negotiation; ERP systems (SAP, Oracle); bid evaluation and commercial analysis; supply chain risk management; international trade and logistics
Preferred
- Experience with subsea equipment procurement (trees, manifolds, umbilicals, flowlines)
- Knowledge of INCOTERMS, letters of credit, and international procurement regulations
- Offshore wind procurement experience
- Strategic supplier relationship management and category management expertise
