Head of Procurement — Global FPSO Operator (Shanghai)

Role Overview

Lead all procurement operations from Shanghai for a top-tier independent FPSO operator with USD 19.5B backlog and 11-vessel fleet. You will own the full procurement lifecycle — sourcing, negotiation, contract award, delivery assurance — across all projects with China-scope execution.

Key Responsibilities

• Build and execute China procurement strategy; manage a team of 5-8
• Lead procurement for FPSO EPCIC projects executed at Chinese shipyards and fabrication yards
• Own supplier qualification, framework agreements, and long-lead equipment sourcing (12-18 month delivery cycles)
• Negotiate contracts with Chinese SOEs, private manufacturers, and trading houses
• Coordinate with project teams in Singapore, KL, and Oslo on milestones and delivery
• 15+ years in procurement/supply chain management
• Proven track record leading procurement for large-scale capital projects (USD 100M+), ideally in offshore, shipbuilding, heavy EPC, aerospace, or complex manufacturing
• Deep China supplier network; established relationships with manufacturers and SOEs
• Full contract lifecycle experience - from RFQ to final delivery
• Fluent Mandarin + English
• Experience managing teams of 5+ procurement professionals
• Willingness to travel 30-40% (Chinese shipyards, Singapore, Europe)

Requirements

• 15+ years in procurement/supply chain management
